Your position is matched against the Census Bureau's county boundaries, and the county, its state and its FIPS code appear straight away. On a phone that uses GPS and is accurate to a few meters. A computer often knows its position only roughly, so near a county line, type your street address instead.
Type the street address with the city and state, or with the ZIP code, and click Find the county. The US Census Bureau's geocoder matches the address and returns the county it sits in. If the street cannot be found, you get the county at the center of its ZIP code or city instead, and the result says so.
Yes. ZIP codes are mail delivery routes, not areas drawn along county lines, so some of them spill into a neighboring county. For a ZIP code on its own, this tool returns the county at the center of the ZIP code's area. When the exact county matters, for sales tax or voter registration for example, look up the street address.
A five-digit number that identifies each county in the US. The first two digits are the state and the last three the county, so Travis County, Texas is 48453. Census tables, government data and mapping tools use it instead of the name, because names repeat: there is a Washington County in 30 states.
Because that is the official name. Louisiana is divided into parishes, and Alaska into boroughs and census areas. Virginia has independent cities that belong to no county, and Baltimore, St. Louis and Carson City are independent cities too. Each of them counts as a county in Census data, so the tool shows the name as it is.

No. The lookups go straight from your browser to the US Census Bureau's public services, never through my server, and nothing is saved. Your location is only read when you tap Use my location, after your browser asks you.
From the US Census Bureau: its geocoder for street addresses, and its TIGER county boundaries for locations, ZIP codes and cities. The same boundaries sit behind the official census statistics, and they are updated every year.
Yes. The CSV has the latitude and longitude of every line. For addresses outside the US, or to turn coordinates back into addresses, use the free address to coordinates converter.
